Although Climate-Smart Agriculture (CSA) has emerged as a strategic approach for improving agricultural productivity, resilience, and environmental sustainability, its implementation across SSA remains uneven and constrained by weak governance systems, fragmented policies, inadequate institutional support, and limited stakeholder coordination. Existing studies have largely focused on technological and agronomic dimensions of CSA, with insufficient attention given to the governance and institutional factors influencing CSA transition. This study, therefore, conducted a scoping review to examine the policy and institutional drivers of CSA transition in SSA, with emphasis on governance systems, regulatory frameworks, and institutional support mechanisms. The study adopted the PRISMA-ScR scoping review framework and systematically reviewed 21 eligible studies obtained from major academic databases and institutional repositories published between 2010 and 2026. Thematic content analysis was employed to synthesize evidence on governance systems, institutional arrangements, policy coherence, climate finance, extension services, and stakeholder partnerships influencing CSA implementation. The findings revealed that effective CSA transition depends significantly on coherent policies, institutional coordination, extension systems, climate financing, land governance, and inclusive multi-stakeholder partnerships. However, institutional fragmentation, weak policy integration, inadequate financing, poor extension services, and insecure land tenure systems remain major barriers constraining CSA adoption in SSA. The study recommends strengthening policy coherence, institutional capacity, decentralized governance systems, climate financing mechanisms, and participatory governance approaches to enhance climate-resilient agricultural transformation across Sub-Saharan Africa.","气候变化持续加剧撒哈拉以南非洲（Sub-Saharan Africa, SSA）的农业脆弱性，通过日益频发的干旱、洪水、土地退化及不稳定的降雨模式，威胁粮食安全、农村生计和可持续农食系统。 ,null,"Frontiers in Climate","2026-10-08T00:00:00Z","论文",10,false,78
"H7","climate","气候适应与防灾减灾","/topic/environment/climate","H",[
"classified","2026-10-22.2","rules
45,53,60,68
"I1",11,true,[50],"smart agriculture",[50],[
"W7221037154",[82,85,88
Adetomiwa Kolapo","https://orcid.org/0000-0002-0808-1293
Melusi Sibanda","https://orcid.org/0000-0002-6296-7079
Nolwazi Zanele Khumalo","https://orcid.org/0000-0002-7504-6703
[102,164,220,315,386,494
1401,"Evaluating the Meaningful Participation of Smart Villages in Industry 4.0 Ecosystems in Sub-Saharan Africa","https://doi.org/10.51137/wrp.ijarbm.753","The study seeks to examine, through a literature review, the level of participation and impact of smart villages in Sub-Saharan Africa. The smart village initiative has the potential to alleviate poverty in rural areas and reduce the rural-urban migration challenge in sub-Saharan Africa. Given that Africa has the world's fastest-growing youth population. A total of 29 articles were included in this study following the PRISMA inclusion and exclusion criteria. The study observed that a few smart village initiatives had been implemented in Sub-Saharan Africa. Emphasis is mostly on climate-smart agriculture aimed at alleviating rural poverty and adaptation to climate change. There are challenges in implementing the smart village initiatives, such as a lack of supportive policies, poor infrastructure, lack of electricity, technologies and finances. The success of climate-smart agriculture is necessary for the transition to smart villages, as agriculture is the backbone of most villages in SSA. Climate-Smart Agriculture (CSA) has been widely promoted as a strategy for enhancing agricultural resilience; however, evidence on its gender responsiveness remains fragmented. This study conducted a scoping review to systematically map and synthesize the literature on gender-responsive CSA interventions, focusing on equity, access, participation, empowerment, and adaptation outcomes in SSA. Guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews (PRISMA-ScR), literature published between 2010 and 2026 was identified from major bibliographic databases and grey literature sources. Of 525 records retrieved, 23 studies met the inclusion criteria and were synthesized using descriptive and thematic analyses. From the study, the evidence indicates that gender-responsive CSA interventions improve women’s access to knowledge, extension services, financial resources, and leadership opportunities, contributing to enhanced adaptive capacity and household resilience. However, the review also identified mixed outcomes, with several studies reporting that persistent socio-cultural norms, insecure land tenure, limited institutional support, unequal decision-making power, and weak policy implementation constrained women’s empowerment and reduced the effectiveness of CSA interventions. Important knowledge gaps include limited longitudinal evidence, inadequate intersectional analyses, underrepresentation of West and Central Africa, and insufficient evaluation of institutional accountability. The review concludes that achieving inclusive climate adaptation requires a transition from gender-responsive to gender-transformative CSA approaches that address structural inequalities, strengthen governance systems, and promote equitable access to resources, decision-making, and adaptation benefits across Sub-Saharan Africa.","气候变化对撒哈拉以南非洲（SSA）的农业生产率、粮食安全和农村生计构成重大威胁，其中女性因在获取生产性资源、气候信息和适应机会方面长期存在的不平等而受到尤为严重的影响。 ,"Frontiers in Sustainability","2026-09-02T00:00:00Z",72
"W7204991613",[211,212
"Funso Omolayo Alabuja
,"2026-09-02T23:30:09.578760Z
5478,"Characterisation of Food Security Situation for Smallholder Farmers in Zvimba","https://doi.org/10.71458/rx0qpm30","This study provides a comprehensive analysis of the food security situation among smallholder farmers (SHFs) in Zvimba District, Zimbabwe. Smallholder agriculture is the bedrock of Zimbabwe's food system, yet it remains highly vulnerable to a complex array of shocks and stressors. Using a mixed-methods approach, this research investigates the prevalence, drivers and lived experiences of food insecurity within this community. A structured survey was administered to 412 randomly selected smallholder households across the district's wards. The quantitative data were supplemented by 12 Focus Group Discussions (FGDs) and 24 Key Informant Interviews (KIIs) with farmers, community leaders and agricultural extension officers to capture qualitative nuances. The study is grounded in the Food Security Theory (FST), which conceptualises food security through its four pillars: food availability, food access, food utilisation and food stability. Findings reveal a precarious food security situation. Quantitatively, 78.4% of households were found to be food insecure, with an average Hunger Months Index of 4.7 months per year. The study identifies a significant disconnect between maize production, the national staple and household consumption, with over 65% of households failing to produce enough maize to meet their annual requirements. Qualitative data illuminated the multi-faceted drivers of this insecurity. Key points to note include climate change whereby erratic rainfall and prolonged mid-season dry spells were consistently reported as the primary production challenges, limited access to farming inputs whereby high costs and unreliable supplies of certified seeds, fertilizers and agro[1]chemicals constrain productivity. Morelso, socio-economic factors such as poverty, lack of viable alternative livelihoods and limited access to formal credit perpetuate a cycle of vulnerability. In addition, institutional weaknesses, for example, challenges with agricultural extension services and market inefficiencies, exacerbate the situation. The study concludes that food insecurity in Zvimba is not merely a problem of food production, but is deeply rooted in structural issues affecting food access, food utilisation, as well as food stability. Recommendations are proposed for a multi-sectoral approach, including promoting Climate-Smart Agriculture (CSA) and drought-resistant crops, strengthening input support systems and rural finance, diversifying livelihood strategies and enhancing the capacity of extension services. We build a 2007–2023 bilateral country–industry–year panel for C01 agriculture, forestry, and fishing and C03 food processing across 39 economies currently classified as Belt and Road partners. Asian Development Bank multi-regional input–output tables identify bilateral value-added paths, while Chinese sectoral fossil-energy data and Intergovernmental Panel on Climate Change emission factors are used to measure production-side direct fossil-energy CO 2 attributed to export domestic value added. The analysis combines logarithmic mean Divisia index decomposition, fixed-effects models, an external shift-share instrument, value-chain configuration tests, and a within–between decomposition. Four findings stand out. First, long-run carbon-intensity improvement more than offsets cumulative scale and structural pressures. Second, the baseline fixed-effects and IV estimates show a negative overall association between RVC cooperation and absolute production-side direct CO 2 , and this relationship remains negative in post-2013 samples. Third, within established partner–industry relationships, deeper RVC is significantly associated with lower carbon per unit of exports, while the export-scale and absolute-carbon coefficients are statistically insignificant. Fourth, denser two-way embedment is associated with higher carbon pressure, a more forward-oriented structure with lower carbon, and deep cooperation with a higher carbon association than shallow cooperation. The results suggest that climate-smart agri-food integration should combine production-efficiency gains with forward-oriented domestic value creation and careful monitoring of the scale effects of deeper production networks.","本研究考察区域价值链（RVC）整合能否在促进农食产品出口增长的同时改善中国出口部门的碳绩效。 ,"Frontiers in Sustainable Food Systems",79
"W7223067445",[374,376,378
Kunlin Tang
Wei Yang
Yuan Huang
,"2026-10-21T23:30:07.454815Z
5472,"Turning dirt into gold: the business case of soil carbon for agrarian pathways in arid climate","https://doi.org/10.3389/fsufs.2026.1966265","Introduction Agricultural carbon sequestration offers considerable potential for mitigating anthropogenic climate change, particularly in the low-organic-carbon soils of the Middle East. This study presents a foundational scenario-based assessment of soil carbon sequestration and economic feasibility. Materials and methods Crop production and market datasets from Jordanian statistics (1998–2023) were used to estimate potential soil carbon sequestration and economic performance. Using benchmarks from literature in comparable agroecological regions, four soil carbon management practices were evaluated across multiple crops for their carbon storage potential using Monte Carlo uncertainty and sensitivity analysis. Sensitivity of economic performance was assessed under optimistic/pessimistic scenarios. Results Among the evaluated practices, the highest carbon sequestration rate was achieved through increased Soil Organic Carbon (SOC), reaching a maximum of 27.44 metric tons of CO₂ per hectare per year (tCO₂/ha/year) under the high scenario for cucumbers. In contrast, barley showed the highest sequestration rate at 0.45 tCO₂/ha/year under increased SOC in the high scenario. Sensitivity analysis showed that ±20% uncertainty in the management coefficients resulted in practice-specific changes of 1.11 tCO₂/ha/year for increased SOC and 0.46 tCO₂/ha/year for improved cropland management. Horticultural crops, particularly cucumbers and lemons, exhibited the highest sequestration rates and strongest responses to management interventions. Field crops such as wheat, barley, and olives demonstrated lower, more stable sequestration rates. Economic analysis revealed that cucumbers, grapes, potatoes, and Open-field farming (OFF) tomatoes achieved the highest tri-pillar performance (net and adjusted profits and break-even cost) alongside effective carbon sequestration. These findings highlight that crop choice is a primary determinant of both crop profitability and sequestrated carbon potential and feasibility, with significant implications for climate-smart agriculture, carbon credit mechanisms, and intensification strategies in data-scarce regions. Study limitations While empirical field validation remains a future priority, this model-based study provides a screening-level theoretical baseline to guide targeted research and investment in arid agricultural systems.","引言 农业碳封存为缓解人为气候变化提供了可观潜力，尤其是在中东低有机碳土壤中。
"carbon","农业碳与绿色低碳","/topic/environment/carbon
[417,422,426,432,439,446,452,458,464
[],[56,57,58],[29
"W7223064172",[476,478,480,483,485
Tasnim Althalaj
Ross. The arrival, duration, and distribution of rainfall have traditionally provided important signals about when to prepare land, plant, weed, and harvest. But these signals are becoming increasingly difficult to read. Climate change is altering rainfall patterns, while increasingly frequent extreme weather events are making farming more uncertain. The current outlook for the October–December 2026 season brings this challenge sharply into focus. The IGAD Climate Prediction and Applications Centre (ICPAC) forecasts a wetter-than-normal season across much of the Greater Horn of Africa. The Lake Victoria Basin, which includes large parts of Western Kenya, is among the areas with a high likelihood of receiving more than 400 mm of seasonal rainfall. ICPAC reports that El Niño has developed and is expected to strengthen, while a positive Indian Ocean Dipole is also expected—climate conditions that are commonly associated with enhanced rainfall in the region, and is likely to run into February of 2027. But what does this mean for the smallholder farmer? The first point is that more rainfall does not necessarily mean more food. For a farmer whose livelihood depends almost entirely on rain-fed agriculture, abundant rainfall can be a blessing. It can replenish streams and water sources, improve soil moisture, restore pasture and create favourable conditions for crop production. If well distributed, the rains could contribute to improved harvests and household food supplies. The problem arises when rainfall is too intense, too concentrated or poorly distributed. A farmer may receive a great deal of rain in a few days and then experience a dry spell. Another farmer a few kilometres away may receive considerably less. Heavy downpours can cause flooding, waterlogging and soil erosion. Seeds may be washed away soon after planting. Young crops can be submerged or damaged. Valuable topsoil and nutrients can be carried away, reducing the productivity of land in subsequent seasons. This is particularly important in Western Kenya, where many households depend on small parcels of land for both food and income. A failed or damaged crop is not simply an agricultural loss. It can mean less food in the household, less money for school fees and health care, and fewer resources to purchase nutritious foods. The food-security paradox We must, therefore, look beyond agricultural production to food and nutrition security. A household may produce enough maize yet still have a poor diet if vegetables, legumes, fruits, milk, eggs or other foods are unavailable or unaffordable. Climate shocks can reduce this diversity. When crops are damaged, families may depend more heavily on whatever staple food remains available. This is why climate resilience must also be nutrition-sensitive. Western Kenya has a rich agricultural tradition and considerable potential for diversified food production. Farmers grow cereals, legumes, vegetables and root crops and keep livestock and poultry. Such diversity is not merely an agricultural advantage; it is a nutritional resource. It can provide different foods, spread risk and generate income at different times of the year. Climate adaptation should, therefore, not encourage farmers simply to produce more of one crop. It should help them build diverse and resilient farming systems. Women carry a large part of the burden The impact of erratic and excessive rainfall also has a gender dimension. Women in smallholder households are often deeply involved in food production, processing, preparation and household nutrition. When harvests fail, or food prices rise, women frequently have to find ways of stretching limited household resources to feed the family. When roads become impassable or markets are disrupted, women may have greater difficulty accessing food and agricultural inputs. When water sources are contaminated or damaged, household responsibilities can become even more demanding. Climate adaptation must therefore deliberately include women—not simply as beneficiaries, but as decision-makers, innovators, farmers and leaders. Young people must also be part of the solution There is another group that deserves greater attention: young people. Western Kenya cannot build climate-resilient agriculture while treating agriculture as an occupation of the past. Young people need to see opportunities in modern farming, agro-processing, food safety, climate information services, irrigation, digital agriculture and agricultural entrepreneurship. The increasing unpredictability of climate may actually provide an opportunity to make agriculture more innovative. Young people can help introduce new technologies, improve access to climate information, develop value-added products and create businesses around food production and processing. From forecasting to action The availability of a climate forecast is useful only if it reaches the people who need it in time. Farmers need information that answers practical questions: When should I plant? Which crops or varieties are appropriate? How can I protect my soil? What should I do if rainfall becomes excessive? How can I protect harvested food? Where can I obtain reliable seed and other inputs? Seasonal forecasts should, therefore, be translated into local, practical agricultural advice. ICPAC itself emphasizes that seasonal forecasts should be used together with weekly and monthly forecasts and national meteorological information. This requires stronger links between meteorological services, agricultural extension officers, researchers, county governments, farmer organizations and communities. We should also strengthen simple but important measures: water harvesting, drainage, terracing and soil conservation; planting crops and varieties suited to local conditions; maintaining vegetation cover; diversifying crops and livestock; improving storage facilities; and protecting food from moisture and contamination. Prepare before the rain comes The greatest lesson from the current El Niño outlook is perhaps that preparedness must begin before the first heavy rains arrive. Governments and development partners should not wait for floods, damaged roads, destroyed crops or food shortages before responding. Early warning should lead to early action. Farmers should be supported to prepare their farms, protect livestock, secure seed and inputs, strengthen food storage and identify alternative routes to markets. This is particularly important because the same season can produce both opportunities and losses. ICPAC notes that enhanced rainfall can support agricultural production and replenish water resources, but can simultaneously increase the risk of flooding, flash floods and landslides in vulnerable areas. A changing climate requires a different agricultural mindset Perhaps the most important change we need is in the way we think about farming. For too long, agricultural planning has often assumed that rainfall will behave according to a familiar calendar. That assumption is becoming increasingly unsafe. Farmers now have to manage not only too little rain, but also too much rain, rain at the wrong time and rain in the wrong place. The challenge is, therefore, not simply to produce more food. It is to build food systems that can continue providing adequate, diverse, safe and nutritious food under increasingly uncertain climatic conditions. Western Kenya's smallholder farmers should not be left alone to carry this burden. They need science that responds to their realities, extension services that reach them, climate information they can understand and use, financial services that help them manage risk, markets that function during difficult seasons, and policies that recognize the central role of smallholder agriculture in national food and nutrition security, and partners who are willing to appreciate and make use of indigenous knowledge. El Niño should, therefore, be viewed neither simply as a disaster nor automatically as a blessing. It is a climate event whose consequences will depend greatly on our preparedness. The question before us is not merely, “Will the rains come?” They probably will. The more important question is: Will our farmers, food systems and institutions be ready when they do? That is where climate resilience—and ultimately food and nutrition security—will be tested.
